Interactive Surface Constraint / UV controller
Something that works like the "follicle" aproach on Maya. UV controlled object that is sensible to surface deformation, It can be a NURBS surface but if this works with Poly Objects (with restrictions) it'll be great!!.

yeah ... but it is useless for rigging :( . It can't follow surface deformations from modifiers (like skin)

FWIW, there is already a UV controller in 3ds Max called 'Surface'. It allows to use the UV coordinates of a NURB surface as reference for position and orientation.
