layer manager should re-open as it was closed
If a layer is open and you close the layer manager, layer is closed once layer manager is reopened, should open in the state as it was closed

Yes, but how often do you leave layers open that have hundreds of object on them? Me personally, rarely, I close them and leave my working layers open. I generally have a few objects on a few layers and collapse all of the heavy layers.
It is annoying to have to toss the layer manager around because you don't want to "loose" your layer order and collapse states.
If the functionality where actually there it could be set as a preference, the fact that it isn't is disappointing.
