You should seriously consider to make Additive to Setup Pose the default for all bones
This makes sense in terms of rigging and animating. You will easily be able to get back to setup pose in Animation Mode by zero out all values. And all changes in Setup Mode will automatically be carried over to Animation Mode, which is desired in most cases. Plus, you will be able to deactivate first layer in the stack without getting a corrupted pose ;-)

this gets my votes but there are already so many problems with inheritance.

Thank You for the posts Gräck :) ! Excellent ideas, and it's outstanding to get the input from you since you have one of the BEST backgrounds, work and experience with CAT. Thank you again!

This is a great idea, too bad it doesn't work on feet in sp2. If set to additive, then add a new ABS layer and enter animation mode, it rotates the foot all wonky. A non zero transform is in the curve editor BTW. That said, I agree.

Another nice advantage is that loading Animation Layers onto other rigs with different proportions will be much cleaner as the animation data will be added additive to each character's setup pose.
